Youngstown bans the discharge of fireworks outright. City ordinance 1519.04(b) makes it unlawful for anyone to discharge, ignite or explode any fireworks in the city, and Ohio's statewide discharge days do not apply. Possession by an Ohio resident is expressly permitted under 1519.04(a); sale is limited to licensed manufacturers, wholesalers and exhibitors. Violation is a first-degree misdemeanor.
