Conditional: YES — proactive duty. A permit holder must disclose to any law-enforcement officer that they hold a valid permit and are carrying a concealed handgun whenever APPROACHED OR ADDRESSED by the officer, and display the permit and ID on request (G.S. 14-415.11(a)).
