Fireworks and flares you bought abroad can be seized on arrival in Austria, and the rule bites coming from other EU countries too, not just from outside the EU. Without a permit you may only bring in category F1 (age 12+), F2 (16+), T1 and P1 (18+) and loose S1 powders (16+), and only if each item carries a CE mark and a label in German. No German label means possession and use are illegal. Bigger fireworks - F3, F4, T2, P2 and S2 - need a permit obtained in advance from the police or the district authority.
BMF states that possession and use without the required marking, and possession and use of the permit-classes without a permit, are prohibited ("verboten").
