Your US walkie-talkies are the problem here. FRS/GMRS radios transmit on 462 and 467 MHz, and in Croatia those frequencies are individual-licence-only - the only licence-free UHF voice radio is PMR446 (446.0-446.2 MHz, 500 mW, built-in antenna only). Croatia also writes POSSESSION into its jammer ban, so merely owning a signal jammer is itself the offence, and no licence exists for a private person. Either one exposes an individual to EUR 1,320-6,630 plus confiscation of the gear.
ZEK art. 170(1) item 62 as enacted - "uvozi, proizvodi, prodaje, iznajmljuje, posjeduje ili upotrebljava uredaj za ometanje radijskih frekvencija..." (clanak 77. stavak 5.) - and item 60 for using spectrum without the required licence (clanak 69. stavak 1. tocke 2., 3. i 4.). Art. 170(3), read first-hand: "Ako prekrsaj iz stavka 1. ovoga clanka pocini fizicka osoba, kaznit ce se novcanom kaznom u iznosu od 1320,00 do 6.630,00 eura" - EUR 1,320-6,630 for a private individual, rising to EUR 2,650-13,270 where the offence was committed for gain (art. 170(4)). Art. 170(5) additionally allows the protective measure of confiscating the radio station, radio equipment or other electronic communications equipment. These are flat figures written for a natural person, not the turnover-based penalties that apply to companies under art. 169. Scanning offence (art. 44): EUR 260-2,650 (art. 171(3)). Limitation period 4 years (art. 174); an inspector may issue an on-the-spot prekrsajni nalog (art. 173).
