Vaping / E-cigs in Malta: restricted — there are real limits travelers must follow.
E-cigarettes are legal in Malta, but its smoking rules also cover "tobacco devices" - products named as a cigarette or tobacco substitute, non-nicotine ones included - so treat your vape as a cigarette: no vaping in enclosed public places, in a private car with anyone under 16 inside, or on Golden Bay and Ramla l-Ħamra beaches outside the smoking areas. Nicotine e-liquid on sale is capped at 20 mg/ml, refill bottles at 10 ml and tanks or cartridges at 2 ml.
Vaping where the smoking rules apply is an offence under the Tobacco (Smoking Control) Act: first conviction EUR 232.94 to EUR 1,164.69, with up to 3 months' imprisonment possible on a repeat conviction at the prosecution's request (Cap. 315 art. 18). On a listed beach outside a smoking area: EUR 150 (S.L. 315.12 reg. 5). In a private vehicle in the presence of a minor under 16: not less than EUR 50 (S.L. 315.11 reg. 4).
