Cannabis is illegal in Norway: possessing or using it is a criminal offence, and acquiring or keeping it can carry a heavier penalty still. Norway has not decriminalised drugs — the Director of Public Prosecutions has published a correction stating that for anyone other than a drug-dependent person the legal position is unchanged, so the leniency widely reported in the press does not reach visitors. CBD is caught too: Norway's medicines agency treats every extract of the cannabis plant as a narcotic whether or not it contains THC, so CBD oil bought legally in a neighbouring country becomes a narcotic once you cross the border.

Possession and use of narcotics: fines or imprisonment up to 6 months, or both (Medicines Act section 31, second paragraph). Unlawfully producing, importing, exporting, acquiring, keeping, sending or transferring narcotics: a fine or imprisonment up to 2 years, or up to 1 year if committed negligently (Penal Code section 231). Aggravated narcotics offences: imprisonment up to 10 years, rising to between 3 and 15 years where a very substantial quantity is involved, and up to 21 years in especially aggravating circumstances (Penal Code section 232).
