Illegal. No legal cannabis consumption, public or private. Possession of 3 ounces or less is a misdemeanor carrying a mandatory minimum $300 fine for adults 18 and older, plus up to a year in jail; more than 3 ounces is a felony punishable by up to 5 years and a $10,000 fine (Idaho Code § 37-2732(c), (e)).
