Tobacco in Croatia: restricted — there are real limits travelers must follow.
Croatia is not a total-indoor-ban country: a bar that serves only drinks can declare its whole serving area a smoking area, so legal indoor smoking still exists. But you cannot smoke within 20 metres of the entrance to any hospital or school building, and that costs EUR 130 on the spot.
EUR 130, a fixed on-the-spot fine on a natural person imposed by the inspector at the place of commission, for smoking in an enclosed public space or within 20 metres of the entrance to a health or education institution building (art. 43 items 1 to 3, as replaced by NN 98/2025 art. 13, in force 5 July 2025). Any kuna figure is stale; the pre-2025 text set HRK 1,000. The hospitality venue where a person is found smoking outside a compliant space is fined separately: EUR 260 to 2,560 for a legal person, EUR 260 to 660 for a sole trader (art. 41).
