Tobacco in Iceland: restricted — there are real limits travelers must follow.
Leave your snus at home - Iceland bans IMPORTING fine-cut nasal snuff (neftobak) and all oral tobacco (munntobak), with only traditional chewing tobacco (skrotobak) excepted. Article 8 of the Tobacco Control Act No. 6/2002 reads "Bannad er ad flytja inn, framleida og selja finkornott neftobak og allt munntobak, ad undanskildu skrotobaki" - the ban names importing, not merely selling, and the Act states no personal-use exception, so snus that is legal in Sweden or Norway is not safe to carry in. Smoking tobacco itself is legal at 18+, but is banned in restaurants, bars and entertainment venues (Art. 9), in schools, childcare, healthcare premises and prisons (Art. 10), and in public transport operated for payment (Art. 13).
The Act provides fines or imprisonment of up to two years for violations (Art. 19), alongside administrative fines of ISK 10,000 to ISK 10,000,000 for individuals.
