Goods you bring into Italy from outside the EU are duty-free only up to EUR 430 if you arrive by air or sea, EUR 300 by land. Go one euro over and duty is charged on the FULL value of the item, not just the amount above the limit.

PROHIBITED

You cannot bring meat, meat products, milk, dairy or game into Italy from the US — no matter how small the quantity. That includes filled pasta and pet food containing meat or milk. Without an official health certificate from the country of origin, it does not come in.
