Consumer fireworks are legal without a personal permit, and bottle rockets are legal statewide unless a local jurisdiction bans them. Retailers must be licensed and hold a sales-tax permit. Cities may impose additional restrictions; under SB 1948 (effective May 20, 2026) counties may not restrict certain private noncommercial displays.
