Alcohol in Netherlands: restricted — there are real limits travelers must follow.
Coming from the US you are outside the EU, so the smaller allowance applies. Per traveller aged 17 or over: 16 litres of beer plus 4 litres of still wine, and on top of that EITHER 1 litre of spirits over 22% ABV OR 2 litres of drinks at 22% or under (liqueur, sparkling wine) — the spirits/light-drink half is one pooled allowance, so take the full litre of spirits and you may bring no light drink at all. Declare anything over; duty and VAT are charged on the excess only.
Douane publishes no fine amount for exceeding the alcohol allowance. Its pages state only that failing to declare brings a fine on top of the tax owed: "Doet u geen aangifte? Dan krijgt u boven op de belasting ook nog een boete."
