Cannabis is technically illegal in the Netherlands, but possession of up to 5 grams for personal use is tolerated and not prosecuted.
Possessing more than 5g, or producing or dealing, is a prosecutable criminal offense.

Coffeeshops may sell cannabis only under strict conditions — no sales to minors, no advertising, no hard drugs, and no more than 5 grams per transaction — and some municipalities restrict purchases to Dutch residents.
