Vaping / E-cigs in Slovenia: restricted — there are real limits travelers must follow.
Bring your own liquid, and expect it to taste of tobacco: Slovenia bans ALL flavours in e-liquid except the taste or smell of tobacco, with or without nicotine, so the fruit and dessert pods you use at home are not sold here. Nicotine is capped at 20 mg/ml, refill bottles at 10 ml, and tanks or disposables at 2 ml. There is also a trap that binds YOU, not the shop: an individual may not import tobacco or vaping products beyond what a traveller's own baggage is relieved of duty on, and may not buy them at a distance — so ordering e-liquid online or having it posted to you is itself an offence, fined 125 to 5,000 euros with the goods confiscated. Vaping is banned everywhere smoking is, on that same fine: e-cigarettes, nicotine-free e-cigarettes, heated tobacco and nicotine pouches all count. You must be 18.
The individual vaper is fined 125 to 5,000 EUR — the same article, paragraph and indent as a smoker (ZOUTPI 43. clen(1), third indent, as replaced by ZOUTPI-B 20. clen) — and 43.a clen allows a fast-track fine above the minimum. Vaping in a vehicle carrying anyone under 18 is a separate flat 250 EUR (43(2)). Importing vaping products beyond the traveller's duty-relief allowance, or acquiring them by distance sale, is also 125 to 5,000 EUR and carries MANDATORY confiscation of the products and of the items used to commit the offence (43(4), added by ZOUTPI-B). The Financial Administration (FURS) supervises both the import ban and individuals who buy contrary to 30. clen (41. clen(8)).
