Possessing a small amount of cannabis for your own use is not a crime in Slovenia — it is a minor offence punishable by a fine of roughly 42 to 209 euros, with no criminal record and no prison sentence. It is still unlawful: possession is prohibited by law, the cannabis is confiscated, and Slovenia publishes no quantity that counts as "small", so that judgement is made after you are stopped. Growing, selling, or holding cannabis to pass it on remains a serious crime carrying one to ten years.

A smaller quantity for one-off personal use: a fine of roughly 42 to 209 euros, halved if paid within eight days, with the cannabis confiscated. Other possession: roughly 209 to 626 euros. Growing, selling, or holding cannabis for sale: one to ten years in prison. A court may order expulsion of a foreigner for six months to five years, but only where the act caused a serious or harmful consequence.

Bring your own liquid, and expect it to taste of tobacco: Slovenia bans ALL flavours in e-liquid except the taste or smell of tobacco, with or without nicotine, so the fruit and dessert pods you use at home are not sold here. Nicotine is capped at 20 mg/ml, refill bottles at 10 ml, and tanks or disposables at 2 ml. There is also a trap that binds YOU, not the shop: an individual may not import tobacco or vaping products beyond what a traveller's own baggage is relieved of duty on, and may not buy them at a distance — so ordering e-liquid online or having it posted to you is itself an offence, fined 125 to 5,000 euros with the goods confiscated. Vaping is banned everywhere smoking is, on that same fine: e-cigarettes, nicotine-free e-cigarettes, heated tobacco and nicotine pouches all count. You must be 18.

The individual vaper is fined 125 to 5,000 EUR — the same article, paragraph and indent as a smoker (ZOUTPI 43. clen(1), third indent, as replaced by ZOUTPI-B 20. clen) — and 43.a clen allows a fast-track fine above the minimum. Vaping in a vehicle carrying anyone under 18 is a separate flat 250 EUR (43(2)). Importing vaping products beyond the traveller's duty-relief allowance, or acquiring them by distance sale, is also 125 to 5,000 EUR and carries MANDATORY confiscation of the products and of the items used to commit the offence (43(4), added by ZOUTPI-B). The Financial Administration (FURS) supervises both the import ban and individuals who buy contrary to 30. clen (41. clen(8)).

Slovenia abolished smoking rooms: since 1 January 2026 there is no indoor place to smoke in a bar, cafe, restaurant, airport or workplace. Smoking is banned in ALL enclosed public and work spaces — work space expressly includes company vehicles — and in ANY vehicle carrying someone under 18. A space counts as enclosed if it has a roof AND more than half its walls are closed, so a covered terrace is legally indoors. The smoker's own fine is 125 to 5,000 euros, and Slovenia may impose more than the minimum on the spot; smoking in a car with a minor is a separate flat 250 euros. One exception survives and it is the one travellers care about: hotels and other overnight lodgings may still designate rooms for smokers. You must be 18 to buy.

Smoking or vaping in a vehicle carrying anyone under 18 is a separate flat 250 EUR (43. clen(2), unamended). The owner, tenant or manager of the premises must enforce the ban (39. clen) and a legal person that fails to do so is fined 4,000 to 33,000 EUR (42. clen(1) pt. 30, as replaced by ZOUTPI-B 19. clen).
