Wisconsin bans composing or sending texts or email while driving (Wis. Stat. 346.89(3)). Most drivers may hold a phone to talk, but in a highway or utility work area, railroad work area, or emergency/roadside response area where workers are at risk no one may use a phone unless hands-free, except to report an emergency (346.89(4m)). Probationary-license or instruction-permit holders (new drivers of any age) may not use a phone except to report an emergency (346.89(4)), commercial drivers may not hold a phone (346.89(4)(b)), and no driver may watch video (346.89(5)).
