Suppressors are legal in Arizona once you comply with the federal National Firearms Act (NFA). A silencer is a "prohibited weapon" (ARS 13-3101/13-3102, class 4 felony), but 13-3101(B) exempts devices possessed in compliance with federal law. Arizona Game and Fish permits hunting with a suppressor.
