Oregon statewide rule
Oregon permits only ground-based and novelty "retail" fireworks. Any device that flies into the air, explodes, or travels more than 12 inches up or 6 feet along the ground is illegal for consumers without a state permit. Local jurisdictions may further restrict or ban (ORS 480.110–480.165).
