At Philippine duty-free stores every arriving international passenger except minors may buy a maximum of 2 units of cigarettes, liquor and wine, usable only once from the date of arrival and inside the shopping window (48 hours for regular Filipino and foreign individual travellers, 15 days for Balikbayan and OFW travellers, 30 days from 15 December to 15 January). Minors are limited to consumable items and may not buy cigarettes at all. Separately, the Bureau of Customs lists tobacco products as regulated imports needing a permit or clearance from the concerned government regulatory agency before importation.
