Vaping is legal in the Philippines for anyone 18 or over — the minimum allowable age for the purchase, sale and use of vaporized nicotine and non-nicotine products, their devices and novel tobacco products is 18 (Republic Act 11900, sec. 6). Where you vape is the catch: use in indoor public places is allowed only in a Designated Vaping Area or at a point-of-sale demonstration, and sec. 15 bans it outright in places including youth centres, elevators, hospitals, public conveyances, food preparation areas, places of worship, government offices, and areas where fire hazards are present.

Republic Act 11900 sec. 23(b): a first offence against the age-related sale and purchase provisions carries a fine of 10,000 pesos or imprisonment of up to 30 days; subsequent violations carry both penalties, and businesses also face revocation of their licence.
