Firearms and ammunition may enter or leave the Philippines only when authorised by law or regulation. Under the CMTA the Bureau of Customs lists as restricted: dynamite, gunpowder, ammunition and other explosives, firearms and weapons of war, or parts thereof. The restriction expressly extends to goods merely in transit, so a connecting flight through Manila is covered too. Gambling devices such as roulette wheels, loaded dice and marked cards, and lottery or sweepstakes tickets, are on the same restricted list.
