Connectivity in Portugal: prohibited — what is legal at home can be a serious crime here.
Leave any signal jammer at home - Portugal's regulator ANACOM states that jammers cannot be legally sold anywhere in the EU and that member states must not permit their use. Only EU-conformant radio equipment may be switched on in Portugal, and operating an unlicensed transmitter can cost a private individual up to EUR 3,740.98 plus forfeiture of the device.
Portugal publishes no single jammer-specific fine. A private individual using an unlicensed radio station faces a coima of EUR 250 to EUR 3,740.98; a legal person EUR 500 to EUR 44,891.81 (DL 151-A/2000 art. 25(1)(d) with art. 25(3)). Forfeiture of the equipment to the State is an available accessory sanction (art. 25(5)), and both attempt and negligence are punishable (art. 25(6)). Importers, distributors and manufacturers face separate coimas under DL 57/2017 arts. 44-46 (pessoa singular: EUR 200-2,000 leve / EUR 750-7,500 grave / EUR 1,500-15,000 muito grave), with forfeiture available.
