The Federal Communications Commission (FCC) bans operating, selling, or marketing any jamming device, and there's no way to get FCC approval for one. Rhode Island has no separate jammer law of its own on file, so the federal ban is what applies (47 U.S.C. §§ 302a(b), 333).
