Hawaii has no statewide stage-based fire-restriction system. Under state air rules (HAR 11-60.1 Subchapter 3), open burning is generally PROHIBITED with limited exceptions (cooking, fire training, and permitted agricultural burning); "backyard" burning of garbage and yard waste has been banned on all islands since January 2012. Agricultural operations must hold a DOH Clean Air Branch Agricultural Burning Permit, and burning can be further restricted during drought, fire hazards or declared No-Burn periods. County fire departments separately regulate any allowed outdoor fires — check your county and the DOH Clean Air Branch before burning.
