El snus es legal en Suecia y se vende en todas partes, pero su venta está prohibida en el resto de la UE: comprar una lata en Estocolmo y seguir viaje convierte el mismo objeto en algo distinto en cada país. Bélgica prohíbe tanto el snus como las bolsitas de nicotina, e Irlanda prohíbe con carácter general importar tabaco oral sin humo. Las bolsitas de nicotina son en Suecia un tercer producto con ley propia desde 2022 y edad mínima de 18 años. Para el líquido de vapeo, el límite depende de por dónde entres: si llegas directo desde EE. UU. tienes una franquicia por valor de 5.000 coronas en vuelo o ferry comercial (3.500 en otro caso) que cubre todo lo comprado en el viaje; pero si haces escala en otro país de la UE, el tope baja a 20 ml de líquido con nicotina, y por encima debes pagar el impuesto sueco a Skatteverket en un plazo de 5 días. Hay que ser mayor de 18 años, el producto debe ser para consumo propio y debes transportarlo tú mismo. Además, vapear está prohibido en todas las zonas libres de humo: terrazas, paradas y andenes, parques infantiles, patios escolares y entradas de edificios.

Nicotine pouches are a third, separately regulated product in Sweden under its own 2022 Act, 18+. For e-liquid your limit depends on where you fly in from: arriving direct from the US you get a value allowance of SEK 5,000 by commercial air or ferry (SEK 3,500 otherwise) covering everything you bought on the trip, but connect through another EU country and you are capped at 20 ml of nicotine e-liquid, with Swedish nicotine tax owed to Skatteverket within 5 days above that. You must be 18+, it must be for your own use, and you must carry it yourself. Vaping is banned in all Swedish smoke-free areas including outdoor cafe seating, bus stops and platforms, playgrounds, school grounds and building entrances.

Folkhalsomyndigheten describes enforcement as running against the party responsible for the environment - the owner or operator, the municipality for a playground, the business for outdoor cafe seating - with the municipality exercising supervision and able to issue orders (forelaggande) and prohibitions.
