Snus is legal in Sweden and sold everywhere, but it is banned from sale across the rest of the EU - so buying a tin in Stockholm and flying onward makes it a different act in each country: Belgium bans snus and nicotine pouches outright, and Ireland generally prohibits importing oral smokeless tobacco. Nicotine pouches are a third, separately regulated product in Sweden under its own 2022 Act, 18+. For e-liquid your limit depends on where you fly in from: arriving direct from the US you get a value allowance of SEK 5,000 by commercial air or ferry (SEK 3,500 otherwise) covering everything you bought on the trip, but connect through another EU country and you are capped at 20 ml of nicotine e-liquid, with Swedish nicotine tax owed to Skatteverket within 5 days above that. You must be 18+, it must be for your own use, and you must carry it yourself. Vaping is banned in all Swedish smoke-free areas including outdoor cafe seating, bus stops and platforms, playgrounds, school grounds and building entrances.

No monetary penalty on an individual vaper is published in the sources read this run. Folkhalsomyndigheten describes enforcement as running against the party responsible for the environment - the owner or operator, the municipality for a playground, the business for outdoor cafe seating - with the municipality exercising supervision and able to issue orders (forelaggande) and prohibitions. Exceeding the border allowances triggers duty and nicotine tax rather than a stated fine; goods above the allowance arriving from outside the EU must be declared to Tullverket via the red channel.
