Illinois statewide rule

Illinois bans the sale, possession and use of most consumer fireworks; only sparklers, caps, poppers and certain novelties are excluded from the Pyrotechnic Use Act. Consumer fireworks may be used only by permit in jurisdictions that allow displays, and many localities ban even sparklers (425 ILCS 35).
