All consumer fireworks are illegal to sell, possess or use in Massachusetts — the only total-ban state. The ban applies even to fireworks bought legally in another state, so transporting them in is illegal. Unlawful sale carries a $100–$1,000 fine and/or up to one year in jail; unlawful possession or use carries a $10–$100 fine, and seizure is mandatory (M.G.L. c. 148 § 39).
