Only "sparkling devices" are allowed, and only in counties/cities that have NOT opted out. NYC and several counties (Albany, Bronx, Columbia, Kings, Nassau, New York, Queens, Richmond, Schenectady, Suffolk, Warren, Westchester, + Middletown & Newburgh) ban even sparklers. All other consumer fireworks are illegal statewide.
