Conditional: In Pennsylvania, consumer fireworks may be used year-round, but municipalities may restrict use between 10 p.m. and 10 a.m. — except on July 2, 3 and 4 and on December 31 (when use is allowed until 1 a.m.), and on adjacent days when July 4 falls Tuesday through Thursday.
