RESTRICTED

Norway lets you bring in 100 cigarettes or 125 grams of other tobacco (snus included) plus 100 cigarette papers or tubes duty-free per person, and bans several tobacco and nicotine products outright. Tolletaten (Norwegian Customs) states that the tobacco quota is the same whatever alcohol you carry, that it cannot be exchanged for wine or beer, and that it sits outside the NOK 6,000 value limit that applies to other goods; you must be 18 to bring in tobacco (20 for spirits over 22 per cent). Products that may not be brought into Norway at all, in any quantity, are: nicotine pouches without tobacco (nikotinsnus); heated tobacco products such as IQOS with Heets sticks; waterpipe (shisha) tobacco; nicotine e-cigarettes and e-liquid in tobacco or other flavours, unless you hold a doctor's certificate documenting use for smoking cessation; nicotine-free e-cigarettes in flavoured versions; cases, boxes or wrappers intended to hide or obscure the health warnings; and tobacco for resale without a licence. If your trip abroad lasted less than 24 hours you may claim the alcohol and tobacco quota only once in any 24 hours and only if you can document that duty was paid in an EEA country, so airport and ferry duty-free purchases do not qualify. Norway is outside the EU customs union, so EU traveller allowances do not apply here.

Tolletaten cites Vareforselsforskriften section 4-1-12 (goods and quantities exempt from the duty to declare travellers' goods) as the basis for the quota, and Vareforselsforskriften section 12-11-1 (forenklet forelegg - simplified penalty notice, goods and amounts) as the penalty provision applied to travellers' goods. The quota page names those sections but does not print the fine amounts, which Tolletaten publishes separately, so no figure is stated here. Goods above the quota must be declared and duty paid; Tolletaten also runs a destruction scheme for illegal tobacco and nicotine products.
