Tobacco in Poland: restricted — there are real limits travelers must follow.
Poland is one of the EU states with a REDUCED tobacco allowance, and how you arrive decides the number. Arriving overland from outside the EU (for example from Ukraine): only 40 cigarettes, or 20 cigarillos, or 10 cigars, or 50 g of tobacco. Arriving by air: the full 200 cigarettes, or 100 cigarillos, 50 cigars, 250 g. Arriving by sea, assume 40 and declare - Poland and the European Commission do not say the same thing (see detail). Age 17+ either way.
Tobacco above the applicable limit is not exempt and is liable to customs duty, VAT and Polish excise duty. No allowance at all for travellers under 17. Do not assume the air figure applies to a land crossing - the gap is 40 versus 200 cigarettes.
