Declare your e-liquid on arrival in Poland from outside the EU, because Poland publishes NO duty-free allowance for it at all - its third-country traveller table covers only cigarettes, cigarillos, cigars and smoking tobacco. Vaping itself is legal and disposables are still on sale to adults, but a ban on ALL disposable vapes (with and without nicotine) has been adopted by the government and is before parliament, so check the date before you travel.

E-liquid brought in from outside the EU falls outside Poland's published traveller exemptions, so it is liable to customs duty, VAT and Polish excise duty and should be declared. Sale of e-cigarettes and e-liquid to anyone under 18 is prohibited in Poland. No fine figure for undeclared e-liquid is published in these sources and none is invented here.
