Idaho issues fire restrictions by area (national forest, BLM district, IDL protection area) — there is no single statewide Stage. IDL's official Fire Restrictions layer, read August 19, 2026, shows 22 of its 25 restriction zones in force: STAGE 2 in the North Zone of the Coeur d'Alene Fire Restriction Area, and STAGE 1 across 21 zones spanning the South Idaho, Boise, Coeur d'Alene, Central Idaho, Payette, Eastern Idaho and Grangeville restriction areas. Only the Wilderness and Selway-Bitterroot Wilderness zones and the Kaniksu zone carry no restriction. On IDL's map yellow = Stage 1 and red = Stage 2. Restrictions apply to every acre inside the restriction boundary regardless of ownership — IDL: "When fire restrictions are in effect, they apply to all lands within the designated area—regardless of ownership—and must be followed by law." Standing baseline: during Idaho's Closed Fire Season (May 10-October 20) a burn permit is required to burn on state and private land, BLM's annual statewide Prevention Order limits activities on BLM land, and a working spark arrestor is required on engines. Penalties: Forest Service up to $5,000 for an individual ($10,000 corporate) and/or 6 months; BLM up to $1,000 and/or 12 months; on state-protected land a sheriff-issued misdemeanor plus the actual cost of fire suppression.
