Arriving in Czechia from outside the EU you must be 17 or over, and you get ONE of: 200 cigarettes, 100 small cigars up to 3 g each, 50 cigars over 3 g, or 250 g of smoking tobacco - mixable up to 100% of one allowance. Heated tobacco is counted separately: 100 g of heated-tobacco refills and 100 g of other tobacco products. Czechia applies the FULL EU allowance, not the reduced one.

Tobacco above the limits is subject to customs duty, VAT and Czech excise duty. The exemption does not apply to any traveller under 17. Allowances cannot be pooled between people or netted off against each other.
