Using a signal jammer in the UK is a criminal offence - up to 2 years in prison and an unlimited fine - and Ofcom licenses none of them, ever. Selling, importing or distributing one is a separate offence. The government itself says the law does not yet reach simply owning one and is consulting on closing that gap, so treat a jammer as contraband here.

Wireless Telegraphy Act 2006 s.68(3): on conviction on indictment, up to 2 years' imprisonment and an unlimited fine; on summary conviction, up to 12 months (6 months in Scotland and Northern Ireland) and a fine. Ofcom states the maximum as "up to two years imprisonment and an unlimited fine". Unlicensed use or installation of radio apparatus (s.8 with s.35(5)): up to 51 weeks and a level 5 fine, which has been unlimited since 12 March 2015. Selling, importing, manufacturing or distributing non-compliant equipment under the Electromagnetic Compatibility Regulations 2016: an unlimited financial penalty and/or three months' imprisonment, as published by Ofcom.
