Sunday retail sales are local option — they happen only where the city or county has authorized them by referendum under O.C.G.A. § 3-3-7 (the "Sunday sales" / "Brunch Bill" votes), and a valid local license must issue before the state license. Where Sunday sales are authorized, the state rule bars retail distilled-spirits sales before 11:00 a.m. and after 11:30 p.m. on Sunday (Ga. Comp. R. & Regs. 560-2-3-.02(1)(c)); the statute may set a later start for package stores. Where they are not authorized, there is no Sunday sale at all.
